EMINENT ECONOMISTS UNDERLINE THE NEED TO FOCUS ON REDUCING
FISCAL DEFICIT: GCU LAHORE ORGANIZES POST BUDGET SEMINAR IN
COLLABORATION WITH LUMS, BNU AND LSE

The GC University
Lahore today organized a joint post budget seminar in
collaboration with the Beaconhouse National University Lahore (BNU),
Lahore University of Management and Sciences (LUMS) and Lahore
School of Economics (LSE). Eminent economist from the four
educational institutions participated in the seminar.
Prof. Dr Khalid
Aftab Vice Chancellor GC University, Lahore in his opening
address explained the emerging economic challenges facing
Pakistan and underscored the need to cut the fiscal deficit
which has increased to 7% of the GDP during the last fiscal
year. He highlighted the significance of such forums in
promoting discussion and dialogue on key economic issues and
challenges. He said that it is for the first time that the
public and private universities joined hands in holding the
seminar of national importance and subsequently this will lead
to greater cooperation between the institutions.
Sartaj Aziz, Vice
Chancellor Beaconhouse National University while expressing his
views on the occasion said that overall it was a good budget
because the government has started giving attention to the key
sector of agriculture which was ignored over the last many
years. He said, “Sustainable growth of economy depends on
external and internal factors. The government is facing
challenges as the oil prices were below $100 per barrel in 1999
and it was now $135 per barrel. He said government would have to
synchronise policies, priorities and institutions in to cope
with current economic challenges. He urged the government to
boost the agriculture sector to help the nation come out of the
worst food crisis.
Dr. Hafiz A.
Pasha Dean of Department of Economics BNU said that during the
last five years, the cost of running the government in Pakistan
has increased manifold. Over the last three years, if the
government has taxed the expanding businesses and sectors of the
economy it could have collected Rs 300 billion which constitutes
one third of the size of the total revenues. He further said
that over the last seven years, a period of so called
prosperity, our total outlay on social safety nets was quite
dismal point 01 percent of the GDP. He said that Pakistan needs
a big structural change if it wants to realize the goal of
economic prosperity. He appreciated the speakers for
highlighting the long term and the short term problems facing
the economy.
Ali Cheema,
Chairman Department of Economics LUMS talked about Pakistan’s
key macroeconomic developments and structural changes that have
taken place over the years. He said that the state of Pakistan
has a very weak fiscal compact and there is a lack of dynamism
in manufacturing sector which leads to lackluster performance of
exports in the economy.
Dr. Akmal Hussain
(BNU) talked about measures taken to reduce poverty. He said
that poverty has emerged as the biggest problem of the country
as more than 57 million people are living below the poverty
line. He underscored the need for better institutional
structures especially for the small and medium sized farmers who
have the potential to overcome the challenge of low
productivity.
Dr Perver Tahir
Mahbub-ul-Haq Professor of Economics (GCU) talked about sectoral
growth strategies and highlighted the significance of the
services sector which has emerged as the biggest contributor to
economic growth in recent years.
Dr Aisha Ghaus
Pasha from BNU underlined the fiscal priorities to deal with the
challenge of burgeoning fiscal deficit in Pakistan. She
predicted that the budget would deprive WAPDA of 34 percent
subsidy, KESC of 30 percent, 20 percent deficit of for oil and
refineries. She said, “It means the subsidy on petroleum will go
down from Rs 300 billion to Rs 140 billion, causing an increase
in price by Rs 14 per litre”.

(Applied Economic Research Centre Karachi), Dr Naved Hamid (LSE)
also spoke on the occasion. Asif Saeed (GCU) conducted the
proceeding of the seminar.

PCST ANNOUNCES RESEARCH PRODUCTIVITY ALLOWANCE TO EIGHT GCU
TEACHERS

Pakistan Council for Science & Technology (PCST) has
announced to award eight faculty members of GC University Lahore
with the Research Productivity Allowance for the year 2007-08.
The allowance has been awarded to these scientists because of
their outstanding research contribution in Physic and Biological
Science which was published in international impact factor
journals of high repute. The scientists who have been given this
allowance include: Dr. G. Murtaza, Dr. Hassan Amir Shah, Dr.
Riaz Ahmad, Ms. Nazish Rubab, Mr. Shahid Ali (Physics), Dr. Ijaz
Mujtaba Ghauri (CASP), Dr. Abdul Wahid (Botany) and Dr. Sikandar
Ali (IIBT).
The Vice
Chancellor Prof. Dr. Khalid Aftab has congratulated these
scientists on their extra ordinary achievement in research and
assured that all out resources would be utilized to promote

NO NTS TEST FOR B.A. /B.SC (HONS) PROGRAM ADMISSIONS

GCU Syndicate has decided that NAT by NTS is not required for
the admissions to B.A/B.Sc (Hons) program at GCU Lahore. He also
told that admissions to B.A/B.Sc (Hons) program would be made on
open merit based on the marks achieved by a candidate in the
Intermediate examination.

demise of Punjab Governor’s sister and her husband in an
accident. In a condolence message to the aggrieved
Chancellor/Governor, it is prayed to Almighty Allah to rest the
departed souls with eternal peace. Prof. Dr. Khalid Aftab termed
it an irreparable loss and prayed for the grieved family that
God might bless them with patience and fortitude to bear this
loss.
The Vice
Chancellor also expressed mourning on the demise of former
chairman Psychology Department GCU, Prof Dr Azhar Ali Rizvi. He
said that late Prof Rizvi was an erudite scholar and a man of
high caliber. Late Prof. Rizvi extended his service at the GCU
Psychology department with dedication and honoured his
professional commitments to the best of his abilities, the Vice
Chancellor said and prayed to Almighty Allah to rest the

condolence over the sad demise of the prominent Old Ravian and
Pro-Vice Chancellor University of Balochistan Prof. Dr. Safdar
Ali Kiyani. Late Prof. Kiyani was an eminent botanist and was
also the member of Board of Studies Department of Botany. GCU
Lahore shared its sympathies with the family of the departed
professor.

CERTIFICATE DISTRIBUTION CEREMONY OF NAVTEC COURSES HELD AT GCU

Prof. Dr. Khalid
Aftab the Vice Chancellor gave away certificates of
communication and media skills among those who have completed
successfully their courses arranged by GCU Lahore in
collaboration with National Vocational and Technical Commission
of Pakistan (NAVTEC).
The Vice
Chancellor encouraged the students and said that each individual
has his own role as a unit of nation and he must exhibit his
concealed talent by learning time demanded skills and marked
driven knowledge. He also urged the students to continue
learning so that they could have better job placement in the
competitive market. He expressed his dream of opening up a
department of continued education. He also advised the students
to pass on the knowledge, technology and academic experiences to
others to popularize the initiative taken by NAVTEC.
Regional Director
NAVTEC Abbid Javed in his address to the out going pioneer batch
said that there are 11 universities in the Punjab which have
been imparting good training and education in the fields of
communication and media, and graphic designing to such children
so that they may become useful citizens and could contribute to
their family income. He also thanked Vice Chancellor Dr. Khalid
Aftab for extending all out support and Deputy Registrar Saboor
Ahmed Khan for effective co-ordination.
Deputy Registrar
Saboor Ahmed Khan told that the courses were so demanded that
over 400 applications were received out of which only 25 were
given admission in GCU. He also told that GCU has received more
than 1000 applications for the same two courses for the 2nd
batch and out of them only 25 would be taken for training. It is
pertinent to mention that this course has been introduced by
federal government for those children who could not continue
their studies due to poverty or other reasons and the objective
of this course is to produce skilled people so that they may not
become burden on the society

GCU holds reunion dinner for
1960’s old Ravians. Rs 4 million donated to Endowment Funds for
future developments

The GCU Lahore Endowment Fund Trust (GCUEFT) organized a
re-union of the Old Ravian luminaries who remained associated
with then Government
College and now CUU during the decade of 1960s. Dr.
Saeed-ul-Hassan donated one million and another also donated Rs
One million on behalf of his parents. Three other institutions
also announced one million rupees each. While scholarships of Rs.
One Million were sponsored by Syed Babar Ali in the name of his
brother Syed Amjad Ali.

Vice Chancellor GC University Lahore Prof. Dr. Khalid Aftab
while speaking on the occasion said that his administration was
trying to set new academic standards by introducing time driven
and market oriented disciplines and by equipping the scientific
laboratories, adding more staff members, developing the campus
and extending modern research facilities at the campus. He said
that all these activities required generous funding for which
the Old Ravians should pay back to their alma-mater. The Vice
Chancellor urged the Old Ravians to contribute to the endowment
fund of the GC University Lahore as he quoted “an institution is
as good as its resources”, he also told that GCU allocated Rs.
10 million for the poor and the deserving students of the
institution. While talking about the exceptional achievements of
the institution Dr. Khalid Aftab said that GCU remained a
premier institution as college and later as a university with
excellent academic performance throughout its 144 years of
existence and its tradition is of excellence has maintained its
perpetual continuity as it has been placed at 6th
position by HEC amongst 70 public and private universities of
the country. He said that GCU being a public sector institution
has to compromise its urgent developing needs due to paucity of
funds and to bridge the resource gap. The Endowment Fund Trust (EFT)
has been set up to raise funds to carry on the fast pace of
development in line with the need of time. He also said that
the GCU was the only institution in the country which has not
seen any turmoil during the last 144 years of his tenure and GCU
has been arranging dramas, invited lectures, seminars,
workshops, conferences, training sessions, discussions and
symposiums in order to develop the innovative and creative
nature of the students and staff further.
The Vice Chancellor also presented “Mark of Honor shields” to
philanthropists including Syed Babar Ali and Dr. Saeed-ul-Hassan
for their generous donation to GCU Endowment Fund Trust. Dr.
Pervaiz Hassan received the shield on behalf of Syed Babar Ali.
Dr. Pervaiz Hassan Vice President GCU EFT Executive Committee
said that GCU bestowed upon him confidence and vision and he had
firm determination to pay back to his alma-mater. He also said
that new campus at Kalashah Kakoo would be the state of the art
campus with latest laboratories. Dr. Saeed-ul-Hassan also
addressed and urged the GCU administration to make strong
academic plan in order to become one of the top 500 universities
of the world. He said GCU Lahore had illustrious history of
splendid traditions and a chain of men of letters from all walks
of life and this feature distinguishes the institution from
others. He said be it sports, academics, politics, science or
arts, this university has always produced men of high caliber
and acquired greater reputation at national and international
level.
Earlier, Aftab Ahmed Sheikh Fund Manager GCUEFT in his welcome
address briefed regarding the mechanism of the utilization of
donated fund and said that any contribution received whether
small or big will remain intact forever as the fund shall be
invested in no risk investment schemes and annual profit thus
earned would be utilized for GCU deserving students, faculty
development and initiation of new development projects.
Later, a wonderful musical program was also organized. Nida Faiz
made her mesmerizing performance by singing Faiz Ahmed Faiz’s
Ghazlas of 1960’s. Members of GCU Nazir Ahmed Music Society (NAMS)
also presented melodious songs of 1960s in order to remind the
Old Ravians the music of their time. The singers of the NAMS
included Rabia Akram, Azmat Saeed, Faraz, Asif Ali Amin, Yasir
Mehmood, Imran Fida, Ms. Iqra, Aasma Gillani, Inam Ali Khan,
Zain Irshad, Saad Farooq, Shoaib Abas, and Zahid Farani.

GCU TO Construct HALL OF FAME OF OUTSTANDING OLD RAVIANS

Prof Dr Khalid Aftab Vice Chancellor has announced to construct
a ‘Hall of Fame’, a building that will contain pictures of
outstanding and distinguished old Ravians from all disciplines
of life. GCU is the alma mater of two Nobel Laureate scientists,
Dr Abdus Salam and Dr Hargobind Khorana. It is pertinent to
mention that GCU has produced luminaries in all walks of life
and has established a strong set of golden traditions. According
to a press release issued by GCU on Tuesday, it has produced
five prime ministers including Feroz Khan Noon, Zafarullah
Jamali, Moeen Qureshi, Mian Nawaz Sharif, and the current Prime
Minister Syed Yousaf Raza Gillani. GCU has also produced various
artists, musicians, academicians and scientists.

GCU HOLDS RECEPTION FOR DELEGATES OF INDIAN DIPLOMATS

The society
is saddled with a situation of no tolerance and no dialogue
between apposing points of view simply because
essence of
teaching has become the practice of giving students the
arrogance of dogma, and not the tolerance of true knowledge.
It happens only when we allow the tradition of open minds to die
out and let the place be taken by men with narrow outlook and
closed minds. It was expressed by the Vice Chancellor GC
University Lahore. Prof. Dr. Khalid Aftab in his welcome address
to a 10-member delegation of the Association of Indian Diplomats
who came to visit GC University Lahore today.
The
delegation, led by Ishrat Aziz, comprised K P Fabian, R
Rajagopalan, N N Desai, A N D Haskar, S R Hashim, L L Mehrotra,
Gurbachan Singh and G R Wakankar A reception in honour of the Indian diplomats was arranged
in the Bokhari Auditorium.
Prof. Dr.
Khalid Aftab in his welcome address greeted the delegation
members and apprised them about the academic profile and
historic perspective of his institution.
The real
spirit of GCU is its creative energy, which is born of the great
ideal of “Courage to know” the Motto of our Alma Mater, he
added. The foundations of GC were steeped in the English
tradition of Liberalism. From this philosophy emerged the
concept of liberal arts in education. As a major centre of
liberal arts in the sub-continent, GC produced scientists,
thinkers, poets, political leaders, administrators and other
persons of great eminence, he maintained.
Dr. Khalid said, GCU Lahore was the witness of three centuries
and a
unique
educational institution which inspired the arts and all other
kinds of creative activities in their best forms. The Vice
Chancellor further apprised the delegation about the profile of
Principals of Government College during the first 75 years since
its inception i.e. they all came from Britain. Dr. Khalid Aftab
further told the diplomats that the renowned Ravian diplomat was
Prof. Patras Bokhari who went straight to the UN as Pakistan’s
Permanent Representative from the Principal’s office in 1950
where he rose to the rank of Under Secretary General
(Information). Dr. Khalid Aftab said that it was necessary to
create an ambiance in which the good could flourish talent could
find recognition and genius could earn his reward.
He said, “we
follow open door policy for our neighbouring institutions,
organizations and associations in order to share knowledge and
experiences through the mutual exchange of students and
faculty.”
A former
Indian diplomat, member of the delegation, and distinguished Old
Ravian Mr. Gurbuchan Singh told that he used to study at the
then Government College Lahore in 1939 and his academic journey
continued till 1945 when he passed post graduation in economics.
He nostalgically remembered the golden memories of his past as a
student of GC Lahore. ”I used to be editor of the Ravi and the
total strength of GC students at that time was only 1100. I am
surprised and very happy to see how the present Vice Chancellor
has marvelously continued its wonderful traditions along with
transforming it into a great seat of learning with the strength
of more than 6000 students”, he added. My father, Sardar Mohan
Singh was also a distinguished Old Ravian and he was, here at
the campus in 1919, he further told. He disclosed that the
present Fatima Jinnah University Rawalpindi was his family
residence till 1945 and its Vice Chancellor’s office used to be
his living room those days.
The
delegation members were presented the documentary titled
Government College to GC University Lahore The delegation
visited the GCU library and showed keen interest in the library
museum. The Vice Chancellor presented souvenir gifts to all
members of the delegation. The leader of the delegation Ishrat
Aziz also presented a souvenir to Vice Chancellor GCU on behalf
of Indian Association of Diplomats. The Vice Chancellor was

National Management College Lahore
delegation visits GCU

A 11-member delegation of the National Management College Lahore
visited the GC University Lahore and called on the Vice
Chancellor Prof. Khalid Aftab in the committee room.
The Vice Chancellor welcomed the guests and apprised them about
the academic and historic perspective of the University. Prof.
Khalid Aftab said that GC University Lahore is a modern, demand
driven, futuristic, quality conscious and affordable institution
with focus on quality education and research work besides
co-curricular, debating, dramatics and sports activities.
Talking about the foreign faculty working at GCU, Prof. Khalid
Aftab said that we have got 56 foreign faculty members through
courtesy Higher Education Commission, Pakistan working at GCU
and we have taken certain steps in the realm of Plasma Physics,
Institute of Industrial Bio-Technology, Sustainable Development
Study Center, Abdus Salam School of Mathematical Sciences,
National Center for Mathematics, Industrial Chemistry, Computer
Science, MBA, ESME and Telecommunications to produce skilled
manpower. He further said that there are 48 faculty members of
GCU working under Tenure Track System which is the highest
number in any Public Sector University of Pakistan.
While appraising the delegation about the GCU faculty and the
students, he said that when the Government College was setup in
1864, it had 9 students and 3 teachers whereas at present, the
GCU has got more than 6400 students and 437 faculty members and
out of them, 148 hold Ph.D degrees, he added.
The Vice Chancellor also appraised the delegation about the
academic agreements which GCU has singed with the national and
international institutions. “We want effective and productive
academic interaction with the institutions and we are
endeavoring to achieve sustainable and remarkable academic
achievement, Dr. Khalid said and hoped that in the year 2015,
GCU Lahore should be placed among the top institutions of South
Asia”. The VC-GCU Prof. Khalid Aftab also informed the
delegation about the recently acquired 365 acre of land for the
GCU new campus.
Shahid Majeed, Faculty In-charge of the National School of
Public Policy, National Management College thanked the Vice
Chancellor GCU Prof. Khalid Aftab for giving his delegation the
warm reception. The members of the delegation including Dr.
Imtiaz Kazi, Mrs. Anjum Assad, M. Ali Baloch and Ali Raza Bhutta
asked the Vice Chancellor GCU about the varsity faculty and
administration related questions.
The Deans, Registrar and Director Academic Planning and External

A delegation of National Management College will visit GC
University Lahore on 2nd April 2008 and would call on
Prof. Dr. Khalid Aftab, Vice Chancellor GCU in the committee
room. The delegation members will discuss the matters of mutual
interest with the Vice Chancellor. The delegation would be taken
to the Management Studies and Computer Science Departments, PG
Library and CASP.
Association of Indian Diplomats delegation will also visit GCU
Lahore on 4th April 2008. After the meeting with the
Vice Chancellor, the delegation members would be taken to the
Bokhari Auditorium, where they would be shown GCU video
documentary. The delegation would also visit Computer Science
and Management Studies Department and Post graduate Library.

taking steps to promote social sciences IN PAKISTAN - Dr. SOHAIL
NAQVI SAYS ON THE INAUGURAL CEREMONY OF NATIONAL CONFERENCE AT GCU

Pakistan education planning could not
focus on social sciences for three decades and we lost the whole
generation but now Higher Education Commission (HEC) is taking all
possible measures in order to promote social sciences and enrolment in
universities from to 4 to 7 percent. All out funds are being mobilized
in order to provide maximum foreign scholarships to provide better
faculty and ameliorate the quality of education in the country. For this
purpose, HEC has developed a new program of 1500 foreign scholarships
which has been sent for approval to the higher authorities. It was
expressed by the Executive Director HEC Dr. Sohail H. Naqvi in the
inaugural ceremony of the one day national conference on the “State of
Social Sciences in Pakistan” organized by faculty of Social Sciences
GCU Lahore in collaboration with HEC Pakistan held in the Bokhari
Auditorium of the GCU. He also lamented the low quality out put of
colleges on account of declining standard of their graduates and told
that HEC was improving the standards of curriculum and faculty by
improving access in research and moulding curriculum in line with the
national and global market needs and that merit based scholarships were
being replaced by need based scholarships. He further said that a lot of
scholarships for post doctorate are available but HEC doesn’t find
suitable candidates for them. As many as 316 people have already been
sent to various foreign universities for post doctorate.

said that new universities in Pakistan, in recent years, have started
defining their goals against the demands of time which is very harmful
for the universities, as the primary role of the universities is to act
as agent of social change and ensure cultural enlightenment. He stressed
on launching of the skill oriented programmes as the greatest
challenges for the dynamic universities is to strike a balance between
the demands of the business world and that of the society. He expressed
his concerns about the direction of the education and hoped that
education would resolve the conflict between freedom and security and
integrate morality and life. He said education is not confined just to
the sciences rather it is lightening of fire in the minds through
exposure of students to culture, literature, music and lot more.
He also criticized the “Policy of
Guided Development” from above and declared it a barrier against
institutional growth. “The real problem with Guided Model is that it
dose not lead to an integrated and holistic institutional development”,
he added.
Dr. Inayat-ullah, President
Council of
Social Sciences Islamabad made his presentation on the “state of
social sciences in Pakistan 1947-2001”. The inaugural session was
chaired by Dr. Pervaiz Tahir, Mehboob-ul-Haq Professor of Economics GCU
Lahore.
The inaugural session was followed by
research papers presentation session which was chaired by Prof. Dr.
Zahid Mehmood Director Clinical Psychology GCU, Lahore.
Dr. Ishrat
Hussain, Chairman SS&H Development Committee HEC and Former Governor
State Bank of Pakistan, while speaking on “Public Policy and Social
Sciences” talked about public policy challenges, governance deficit,
distributional inequalities, identity crises, food-water-energy crises
and responsibility of Social Scientists. He said that social science
discipline might have little market value but they generate
externalities and lay the foundation for a socially and morally
conscientious citizenship and humanistic understanding of the state,
society, culture and institutions. He also said that social sciences
courses should be mandated for even students of engineering, medical,
agricultural, physical and biological sciences and business
administration.
Shahid Javed Burki from Washington D.C,
USA presented his paper on “Significance of the Development of Social
Sciences for Effective Public Policy”. Prof. Mirza Athar Baig spoke on
“The Possibility of indigenous theorization in social sciences: a
Transition from Trans-disciplinary to Post-disciplinary Paradigm”
The third session consisted of
discussants and was chaired by Prof. Dr. Anjum Saleemi and participated
by Dr. Muhammad Waseem (LUMS), Dr. Muhammad Anwar (SSRC), Dr. Saba Gull
Khattak (SDPI), Dr. Najma Najam (PU), Dr. Tahir Kamran and Dr. Asir
Ajmal (GCU Lahore). The prominent participants of the conference
included Sartaj Aziz, Prof. Dr. Sohail Ahmed Khan, Prof. Ahmed Hussain,
Prof. Dr. Muhammad Khalid Pervaiz, Prof. Dr. M.A. Kashmiri, Sahibzada
Faisal Khurshid and Prof. Dr. Kausar Sohail. A large number of students
and faculty from all the public and private universities attended this
conference.

Establishes a Centre for Special STUDENTS

The inaugural ceremony of the newly setup Centre for
Special Students (CSS) at the GC University was held here at the
campus on Tuesday.
The center is well equipped with latest IT based lab facilities
for the special students. The lab has been designed and equipped
keeping in view the specific needs of the blind/visually
impaired students.
Syed Babar Ali, Advisor Packages Limited
Lahore and
Former Minister of Finance, Economic Affairs and Planning,
Pakistan
inaugurated the centre by cutting a ribbon. Syed Babar Ali,
while expressing
his views dilated upon his reminiscence during his college days
at GCU and said that he did his graduation from the institute
during 1944-45. He suggested that GCU to
keep track record of its students so that when they enter into
practical life, they could be the major source of contribution
to their alma mater.
Speaking on the occasion, GCU Vice-Chancellor Prof Dr
Khalid Aftab said that the varsity had allocated Rs 10 million
for deserving students. He said that all out facilities would be
extended to the GCU disabled students so that they could be
provided with equal academic opportunities. Dr Khalid Aftab
thanked Mr and Mrs Muhammad Salahuddin for their guidance and
support in establishing the centre. Dr Khalid Aftab also thanked
Syed Babar Ali for his compassion for the underprivileged.
Chief Executive
Aziz Jehan Begum Trust for the blind, Muhammad
Salahuddin said that GCU is an educational institute of
international fame. He said that without proper training and
education, a blind person is a burden on society. Talking about
Aziz Jehan Begum Trust for the blind he said that English is the
medium instruction and computer study is a compulsory at the
trust. He paid tribute to the Vice Chancellor for his vigorous
efforts for making the varsity a unique educational institution.

Dr. Nosheen Khan donates Rs. 3 million to GCU library

The Chairperson of the English Department of GC
University Lahore Prof. Dr. Nosheen Khan has donated Rs. 3
million to the GCU Library Lahore. The library will set up a
special Amtul-Arifa corner in Postgraduate library. Amtul
Hayee was the wife and Arifa Khan was the daughter of Prof.
M.A. Khan former Principal Government College Lahore.
The library will purchase books on the topics
in the disciplines of History, Political Science, Psychology and
English Literature. It is worth mentioning here that Amtul Hayee
was the alumni of the History Department of GCU in 1945-1947.
The GCU library has the honor to receive 38 personal collections
to date. All the books of these collections have been donated by
the literary figures like Ashfaq Ahmed, Dr. Waheed Qureshi,
Abdullah Malik, Syed Waqar Azim, Malik Meraj Khalid, Arshad Mir,
Dr. Khalid Aftab and Dr. Zaheer Siddiqi. Vice Chancellor GC
University Lahore Prof. Dr. Khalid Aftab has highly appreciated
the donation extended by Dr. Nosheen Khan and hoped that the Old
Ravians would continue their support to their alma mater for the
academic uplift of the institution.
It is pertinent to mention here that Dr. Nosheen Khan
accomplished her Ph. D in English Literature from the University
of Warwick, UK and did her M.A English from Keele University UK.
Dr. Nosheen Khan started her academic career as a Lecturer in
English in 1977 at the Lahore College for Women, Lahore. She
remained there till she attained the position of Dean, Faculty
of Arts, Lahore College for Women, Lahore in 1990-2000.

A meeting of the Syndicate of the GCU Lahore was held in
the Vice Chancellor’s committee room to discuss the agenda
concerning GCU academic and administrative matters. The Vice
Chancellor Prof. Dr. Khalid Aftab, in his opening remarks
introduced the new Registrar of GCU Sahibzada Faisal Khurshid
and appreciated the services of the out-going Registrar Prof.
Dr. Zaheer Ahmed Siddiqui with the remarks that Dr. Zaheer had
set high standards of integrity and hard work. The Vice
Chancellor also briefed the members regarding the acquisition
of the land for the GCU’s new campus at Kala Shah Kaku.
The Syndicate approved the up-gradation of the post of
Director Sports in BS-20, Campus Counselor and Lecturers in
BS-18. The lecturers who have been up-graded include Muhammad
Umar Hayat, Mobina Ulfat, Hina tul Momen, Memuna Ghafoor, Uzma
Hanif, Khadija Shabbiri, Saba Ibrahim, Sabaht Zahra Siddiqi,

The Syndicate approved the grant of annual increment to
those who have been taken on Tenure Track System (TTS) including
two professors, Prof. Dr. Sohail Ahmed Khan, Prof. Dr. Saadat
Saeed and one Associate Professor Dr. Kausar Sohail and three
Assistant Professors Dr. Khalid Mehmood Sanjrani, Dr. Salma
Siddiqui and Dr. Farah Malik and also allowed them to continue
to work on TTS. Besides, the Syndicate approved the appointment
of 27 Assistant Professors on Tenure Track System. The posts of
the drivers and the conductors were also up-graded.
The Syndicate approved the creation of Dr. Sultan Ahmed
Chair in Biological Sciences. The syndicate also approved the appointment of Dr. Zaheer Ahmed Siddiqui as Distinguished Professor in Persian
Language and Literature.
The Syndicate approved GC University Lahore regulations,
reimbursement of medical charges, enhancement of remuneration
for performing duties after office hours and special salary
package for the teaching staff of the Computer Science
Department.
The meeting was chaired by Vice Chancellor Prof.Dr. Khalid

Turkish Varsities to Ink Academic Agreements

Education and Economic development of a nation go side by
side as the academic amelioration leads to economic
prosperity, democratic and cultural up-gradation and social
uplift. The Vice Chancellor GCU Lahore Prof. Dr. Khalid Aftab
said this while talking to a Turkish Delegation led by
Harun Koken, Chairman Rumi Forum (Turkey) and Turgut Puyan,
chairman Pakturk Businessmen Association accompanied by Aslam
Bhatti today visited GCU today.
The Vice Chancellor said that it was not the literacy rate
but good quality education at primary, secondary and tertiary
level that promotes understanding, among individuals of a
society to create ideal tolerant social life. He quoted an
example of Sri Lanka whose literacy rate is very high but still
society is facing lot of security problems and asserted that
education should be aimed at stabilizing a society through
promotion of culture of tolerance and mutual respect for each
other’s ideas. The Vice Chancellor GCU also apprised the Turkish
delegates regarding the academic profile and historic
perspective of the varsity and proposed to launch Turkish
language courses at the campus in order to promote lingual and
cultural ties between the two countries. The delegation was
informed that in order to make GCU a world class institution,
all out resources were being mobilized and particularly in
social sciences his institution needed foreign faculty of high
repute and he asked the delegation to send to GCU the Turkish
scholars and social scientists in the disciplines of Political
Science, Economics, History, Computer Sciences, Management
Studies and Psychology to come to GCU Lahore under HEC foreign
faculty hiring program. He said that it is the quality education
that makes the difference and we at GCU are putting up our
concerted efforts in attaining the standards of academic
excellence. The Vice Chancellor emphasized on the collaborative
research that can be carried on between GCU and Turkish
universities and pointed out the areas of collaboration. He also
told that ASSMS is a unique Centre of Excellence in mathematical
sciences where more than 43 foreign professors are currently
serving the cause of promotion of research in Mathematics and
Turkish people can benefit from this Centre.
Harun Koken Chairman Rumi Forum agreed to the proposal
floated by the Vice Chancellor and assured that all out human
resources in this regard would be provided by Turkey. He also
briefed about the activities of the Rumi Forum in developing the
awareness regarding the “art of living together” with special
focus of Pakistani society and in order to promote
inter-cultural harmony and to contribute to the global peace.
The Turkish delegation informed the Vice Chancellor that the
Turkish government is holistically spending money on education
sector and there is 94 percent literacy rate in Turkey. To
achieve more excellence in education sector, the Turkish
government has established 39 universities over the short span
of five years. He also told that Turkish government was taking
keen interest in the promotion of sophisticated information
technology and 600,000 computers and internet facilities have
been provided to the public sector schools of the country during
the last one year.
It was agreed that one day conference on ‘The
art of living together’ will be held at GCU in collaboration
with Pak-Turk Business Association and Rumi Forum in March 2008.
Later, the mutual exchange of academic souvenirs was ceremonised.

PEF AND GCU LAHORE JOINTLY ORGANIZES LECTURE ON MILLENNIUM
DEVELOPMENT GOALS

The
Punjab Education Foundation in Collaboration with GC
University Lahore organized a special lecture on Millennium
Development Goals (MDGs) with focus on “Universal Primary
Education.” Delivering the lecture, Innovative Development
Strategies (IDS) Chairman Dr. Sohail Jehangir Malik said
public-private partnership was highly required to improve
access and quality of education.
The lecture emphasized on MGDs and it’s linking with PEF.
191 countries including Pakistan agreed upon MGDs at the
millennium summit in 2001. The 8 goals, 18 targets and 48
indicators form the basis of monitoring progress in the 8 define
areas which are considered to be crucial for moving people out
of extreme poverty. While universal primary education is
indirectly linked to 8 goals. Moreover goal no 2 focused
especially on universally primary education while goal no 3 on
remaining gender disparity in education including at primary
level.
The presentation highlighted the existing challenges,
considerable progress and prospects on MDGs in Pakistan and
Private Partnership to improve both access to and quality of
privacy education using result from recently completed exercise
on MDGs costing. The presentation revealed the significantly
larger resources that were necessary to meet this goal. This
challenged was faced by most developing countries where fiscal
space is limited. In such situations Public Private Partnership
had proved to be very successful, presentation added.
Dr. Allah Bakhsh Malik Managing Director PEE highlighted
the need for collecting good quality evaluation data and
ensuring reliability and consistency over time for effective
decision-making.
Mr. Cecil Chaudhary Chairman Finance Committee PEF
underscored the need for a holistic approach to primary
education as a key towards poverty reduction. He stated that PEF
follow recurrence financial procedures for partner schools and
ensures through periodical Monitoring and Evaluation at both
access and quality are ensured.
The presentation drew by vast international experienced
accumulated under the UN millennium project to draw lessons for
Pakistan. All the policy makers, educationalists and media
personnel participated in this presentation to provide active
participation and be a part of the educational revolution
groove.

HEC declares Tariq Rizwan best university teacher for the year
2006

The Higher
Education Commission of Pakistan has declared Syed Tariq
Rizwan, Assistant Professor of Botany department GCU Lahore as
“Best University Teacher” for the year 2006. Prof. Tariq
Rizwan would be awarded a certificate and cash prize of Rs.
100,000/-. Prof. Dr. Atta ur Rehman Chairman HEC will be the
chief guest of the awarding ceremony on 26th January 2008 in
the HEC auditorium Islamabad.

Paper Free Culture would enhance academic caliber of the GC

Analyst Office (SAO) made a presentation about the databank
system project of GCU. Ms. Amber Noshen made her presentation
and briefed the participants about the working of databank.
She said that the GCU was adopting a paper free culture by
deployment of computerized databank.
Prof. Khalid
Aftab Vice Chancellor GC University Lahore spoke on the occasion
and urged the faculty and administrative staff to become well
acquainted with information technology applications in order to
improve the accuracy of official work. He said efforts were
being made for implementation of databank deployment system in
all departments to enhance the academic caliber of the
institution. The chairperson computer science, psychology and
chief librarian asked some questions related with databank
applications.

registrar, academic and administrative heads along with
concerned staff were present in the presentation.
